Notice the different streams
Instead of looking only for a panoramic composition, notice how water divides into streams, meets the rock and joins the river again. Vegetation and limestone walls provide a background to that movement. Sound is part of the experience too, something an aerial photograph cannot convey. Children can focus on one section of the falls rather than taking in the entire landscape at once.
One viewpoint and a break
You could choose a permitted land-based viewpoint, let children describe the moving water in a few words, and then take a suitable break. If the approach has been long, avoid adding activities simply because you have arrived. Comparing what you heard with what you saw gives a short stop its own story. A raft excursion is not necessary to enjoy the falls as a family.

Check weather, roads, local warnings and border-area access arrangements. Rain can change both visibility and the ease of moving around. Follow barriers and instructions, keeping children beside you.
